California Regulators Release First Draft of Medical Cannabis Business Regulations
On April 28, 2017, each of the California state regulatory agencies charges with licensing and regulating California's medical cannabis industry released the first draft of their regulations under the MCRSA.
The regulations were announced on the state's new cannabis portal, and the full regulations can be found at the links below.
- CalCannabis (CDFA) Regulations on Cultivation
- BMCR Regulations on Dispensaries (Retail), Distribution, Laboratory Testing, and Transportation
- CDPH Regulations on Manufacturing
Public comment on the draft regulations is due 45 days from release, i.e., June 10, 2017.
Update: On July 27, 2017, state regulator BMCR announced that the draft regulations would be withdrawn. After the passage of SB94, bringing a consolidated medical and adult-use regulatory system under the Medicinal and Adult-Use Cannabis Regulation and Safety Act, the regulators are planning on releasing new regulations this fall on an emergency basis.
